VR throwout fork can anyone explain this????

I been having issues with my throwout bearing chattering loudly when i have my foot resting on the clutch so i pulled it to bits today and it would appear someone has welded a fair chunk of metal to the fork adding around 3 kilos to it look at the pic i cant figure out for the life of me why someone would do this..Attached Image or is it standard in vr's???
